Chapter 47 The New Police Department
Chapter 47 The New Police Department
On the training ground of the police department building, two distinct rows of people stood.
On the left, a row of men, all wearing dark blue high-collar uniforms with the Uchiha clan emblem printed on the back, each with their chins slightly raised and arrogant expressions, were the elite Uchiha who remained after the purge.
The row on the right was much more chaotic. There were civilian ninjas wearing green vests, members of the Hyuga branch family wearing mesh linings, and even a few people from other clans munching on potato chips and looking like they hated trouble.
This is the first time in the decades since the police department was established that such a mixed scene has occurred.
"This is the new guy? He looks so frail."
A young Uchiha member crossed his arms and sneered, his gaze sweeping defiantly across the other side.
"The police department is for catching bad guys, not a daycare. Especially that cataract patient, what are you Hyuga clan doing here? Just here to be bullied?"
"cataract?"
Across from him, a young man from the Hyuga branch family, veins bulging on his forehead, instantly activated his Byakugan and assumed a Gentle Fist stance: "Uchiha's red-eye disease, do you want to try the Gentle Fist?"
"Come on! Are you scared of me?"
The two sides were about to start a fight as soon as they met, and the air was thick with tension.
"quiet."
There was no roar, nor any burst of chakra.
It was just a calm sound, accompanied by a flash of golden light.
Minato Namikaze appeared instantly between the two groups, holding the thick "New Police Regulations" in his hand, with a gentle smile on his face that was impeccable.
"According to Article 5 of Chapter 3 of the new regulations: Anyone involved in an internal brawl will have all of their performance bonuses deducted for that month and will be responsible for cleaning all the toilets in the police department for one month."
Minato squinted and chuckled, "I suppose you all don't want the whole village to know that the elite ninjas of the police department are cleaning toilets, right?"
"..."
"Tch." The Uchiha member turned his head away.
The young man from Hyuga also snorted coldly and put away his stance.
If someone else had said this, they might have argued back, but faced with the person who wiped out the entire Third Division, both the Uchiha and Hyuga remained rationally silent.
In front of the floor-to-ceiling windows on the second floor.
Fugaku Uchiha stood with his hands behind his back, looking at the scene below, a complex emotion flashing in his eyes.
"Can they really merge?" Fugaku asked the boy behind him. "A wolf and a sheep, or a wolf and another pack of wolves."
"It's not integration, it's adaptation."
Nishikawa Tetsu was reviewing today's financial statements. "As long as there are common interests and common rules, even if we don't like each other, we can still work together. That's what the workplace is all about."
He pointed to the Hyuga clan below:
"The Hyuga branch family members find it difficult to rise in the ranks under the suppression of the main family. The police department has provided them with a platform for advancement and to showcase their abilities. The Nara family members want to slack off, but the high subsidies from the police department make it impossible for them to refuse. As for the Uchiha..."
Nishikawa Tetsu smiled and said, "They need to learn that this world isn't just about the Sharingan."
……
In the first week of the reforms, the villagers of Konoha discovered that the once-feared police department had changed.
In front of a meatball shop on the commercial street.
"My cat! My little dragon is missing!" The plump noblewoman, a distant relative of the current Madam Daming, was wailing and lamenting.
Normally, the security team would likely give a curt reply like, "Go issue a mission request for such a trivial matter," and then turn and leave.
But today.
"Please describe the characteristics of a cat, ma'am."
Although one of the Uchiha members still looked somewhat impatient, he took out his notebook.
Beside him, a member of the Hyuga branch family had already activated his Byakugan, his gaze penetrating through layers of buildings.
"At two o'clock, behind the chimney on a rooftop three blocks away, there's an orange cat sleeping," Hyuga team member reported accurately.
"receive."
A flash of golden light.
In less than ten seconds, Minato Namikaze returned to the spot with the still bewildered orange cat in his arms and gently placed it in the lady's arms.
"Is this the one?" Minato asked with a smile.
"Ah! My little dragon! Thank you so much! Waaah, the security team is so reliable!" The noblewoman was so excited that she tried to hug Minato, but Minato politely dodged her with his Body Flicker Technique.
The Uchiha member standing nearby watched this scene, and although he pursed his lips, he unconsciously straightened his back and adjusted his collar when he heard the applause from the surrounding crowd.
This feeling of being thanked... doesn't seem so bad?
……
Meanwhile, the police department's archives.
This place has been converted into a temporary "intelligence analysis center".
Nara Shikaku stared at the mountain of scrolls in front of him, clutching his hair in anguish. "I knew it... I knew it was a huge mess! Why did so many cases pile up before?! Why did the old man send me here?!"
"Because in the past, they only cared about arresting people, not about closing the cases."
Nishikawa Tetsu brought over a stack of new files and placed them on the table. "The capable should do more work. Based on my sorting of the files, I discovered some interesting data."
"What?" Shika asked weakly.
"In Konoha Village, the number of missing persons has increased by 15% in the past six months, and most of them are migrants and orphans without any background."
Nishikawa Tetsu pulled out a map covered with densely packed red dots.
"These missing persons points, though seemingly chaotic, can be analyzed by combining them with the route of the underground sewers..."
Nishikawa Tetsu drew several lines on the map with a red pen, and eventually all the lines pointed to an abandoned experimental area on the edge of the village.
Shikaku's eyes instantly sharpened, and his laziness vanished.
"You mean... someone is involved in human trafficking in the village?"
"Selling requires channels, it requires leaving the village. But the border is so tightly sealed now, we can't get out."
A cold glint flashed in Nishikawa Tetsu's eyes: "They can't get out, and they haven't found any bodies. There's only one possibility—they were 'killed' inside the village."
"Human experimentation?" Shikaku's voice was very low.
Nishikawa Tetsu calmly analyzed, "Although the war has just ended, the Sannin and Konoha's White Fang have not yet returned, and the village's defenses seem weak, but this is precisely when certain rats are most active."
White Fang had only been back in the village for a short time before heading back to the battlefield, but thankfully the war finally ended recently.
Shikaku fell silent.
Excluding Orochimaru, there is only one person in Konoha who possesses such abilities and acts in such a sinister manner.
"Danzo..." Shikaku murmured the name.
"The root organization has recently been recruiting a large number of orphans for training, but the number of missing people far exceeds the losses from the training."
Nishikawa Tetsu handed Shikaku a pre-prepared "Joint Surprise Inspection Action Plan".
"This is an opportunity, Shikaku."
"Captain Fugaku needs a big case to establish his authority and solidify the results of the police department's reforms. As for the Hokage... I think he also needs someone to teach that old friend a lesson, to let him know that meddling too much will get him chopped off."
"What if, during our search for missing persons, we accidentally stumble upon one of Root's strongholds...?"
Shikaku looked at Nishikawa Tetsu, and for the first time, a deep sense of apprehension appeared in his perpetually sleepy eyes.
This boy, who was even younger than himself, was not only scheming against the Uchiha, but now he was actually pointing the tip of his knife at the Root.
"...What a terrible brat."
Shikaku sighed, picked up a pen, and signed his name on the plan.
"This matter must be reported to the Third Generation. If we are to take action there, the police department alone cannot do it; the secret service must be present to witness it."
"That's natural."
Nishikawa Tetsu put away the documents and turned to walk out.
"Minato is already waiting outside. Tonight, the sewers of Konoha might get a bit lively."
Stepping out of the archives, the sun was shining brightly.
Nishikawa Tetsu glanced back at the Hokage Rock.
The development of scientific ninja tools requires a lot of funds and materials. There should be quite a few good things in Root's warehouse, right?
After all, it is reasonable for the police department to seize "illegal proceeds".
